Can you complain about neighbor's dogs?
It's funny too, cause it's my grandparents dogs. But it's 9 at night and I need to get to sleep cause I have to wake up early, and their dogs are outside and I can hear them barking from inside my house. I'm getting so sick of it! This happens all the time and their dogs are so annoying!
First you discuss it with your grandparents. And then you call your local police non emergency number and ask what (or if) there is a noise ordinance where you live. There are two kinds - one involves the time, generally 10:00PM to 6:00AM and it discusses the types of noise that violates it. The other would involve the amount of time the barking continues - in many cases, barking continuously for more than a certain amount of time would also be in violation. You need to find out what the rules are where you live.
Talk to your grandparents about it to see what's going on first.
Surely it would be best to have a word with your Grandparents about this issue first?
They may be quite oblivious to the fact that the dogs are keeping you awake.
No need to complain to any authorities at this stage.
If it continuing on a regular basis and they ignore your request to keep the dogs quieter, then is the time to take things further, and also get other neighbours to support you if you take it further. The more people,that complain,the more serious the authorities will consider it needs something done about it.
Of course, depending on the local laws where you are.Have you talked to your grandparents about what's going on ..... actually 9 pm isn't considered 'antisocial hours'.It would be kinder to talk to them before involving any authorities - surely? Go round and take them in!!
Call the Police- there is probably a noise ordinance in place.

Depends on what "quiet time" is in your area.In my town it's 10PM to 8AM.9PM most people are still awake.Put headphones on and listen to music to drown out their sound.
You can confront them in the morning and be like 'hey your dogs are barking really loudly at night while I'm trying to sleep'. If the barking continues, you could even file a noise complaint
