Yes in 1939 he approved the creation of the Reich Committee for the Scientific Registering of Serious Hereditary and Congenital Illnesses (Reichsausschuss zur - this organisation was authorised to kill children -
"all children under three years of age in whom any of the following 'serious hereditary diseases' were 'suspected': idiocy and Down syndrome (especially when associated with blindness and deafness); microcephaly; hydrocephaly; malformations of all kinds, especially of limbs, head, and spinal column; and paralysis, including spastic conditions".had to be reported by doctors and midwives and substandard children were killed
Babies also went into the gas chambers with their mothers.or starved with them in the concentration camps. The babies of 'foreign workers' the women brought into Germany as slave labour, were allowed to starve.

It wasn't that he specifically approved of killing babies per se, but he approved the killing of 'sub-standard' babies (see Tina's answer) and also the babies of the adults whom he decreed were to be exterminated, particularly though not exclusively Jews.
Many babies were shot or gassed along with their mothers; some were tossed into the air and shot for target practice; some were picked up by the ankles and their heads swung against brick walls; occasionally some were thrown alive into fires.
It was a matter of deliberate policy that no Jewish babies were to be allowed to survive; the Jews were to be exterminated totally.
